A $1 million ad campaign is pushing for Illinois Rep. Adam Kinzinger, New York Rep. Chris Collins and eight other moderate House Republicans to support changes to the House Obamacare repeal legislation.

The ad is slated for a Thursday release and will air in the members’ districts, all of whom belong to the moderate Tuesday Group.

Club for Growth president David McIntosh, a former Indiana congressman, told reporters on a call Monday they have “worked tirelessly” with the Trump administration, House Speaker Paul Ryan and House Republicans over the course of two weeks to get the legislation to a point they believe will bring down premiums.

Vice President Mike Pence, Budget Director Mick Mulvaney and White House Chief of Staff Reince Priebus have taken multiple trips to Capitol Hill in an attempt to strike a deal all factions of the conference can get behind. The administration has floated potentially putting forth an amendment allowing states to opt out of certain Title I Obamacare regulations. The majority of the House Freedom Caucus — which largely took the brunt of the heat for leadership’s decision to pull the initial bill off the floor due to a lack of votes — said they would back legislation that included the amendment.

But some moderates remain unsold on the changes.

McIntosh said moderates need to decide whether they will make good on their promise to constituents to repeal and replace and replace Obamacare.

“Do I really want to hold up this bill so a state that wants to make up its own insurance regulations can’t do that?” he said on the Monday phone call. “They have to decide if they want be the roadblock that prevents the GOP from delivering on its promise to repeal Obamacare.”

McIntosh said moderates need to stop “thwarting” the efforts to repeal the Affordable Care Act, arguing they are working to make improvements to the legislation.

“Our message in this ad is: Come on board, keep the promise that you and our party made to finally repeal Obamacare and lower health-care insurance costs for Americans across the board,” he said.

While leadership was unable to garner enough votes to bring it to the floor before recess, McIntosh noted House Majority Leader Kevin McCarthy said it was possible Congress could come back early if they manage to get the support needed.
