President Donald Trump will address the nation on Tuesday about the scourge of illegal immigration into the U.S. as the partial government shutdown enters its third week.

Trump’s plea to the nation, which he says will address the “Humanitarian and National Security crisis on our Southern border,” comes as Democrats refuse to give the president any money for a proposed border wall.

The address will take place Tuesday night at 9 p.m. EST. White House Communications Director Bill Shine told reporters in a Monday meeting that Trump will deliver the address from the Oval Office.

The president is asking for $5.7 billion in funding for a physical barrier and humanitarian aid in order to appeal to Democrats. But Democratic leaders have offered a little more than $1 billion for the more vague “border security.” (RELATED: Here’s How Trump Thinks He Can Get His Wall)

Trump also said last week that he will examine declaring a national state of emergency depending on how government shutdown negotiations go over the next “few days.” The state of emergency would possibly provide the president the authority to build the wall using the military and unmarked Department of Defense funds.

The president’s national address takes place just two days before he is set to visit the border. The trip was announced earlier Monday by White House press secretary Sarah Sanders.
